Paul Foster is the President, Senior Shareholder and founder of Paul Foster Law Offices, P.C., located in Norman, Oklahoma. Mr. Foster graduated from law school at the University of Oklahoma in 1984, thereafter engaging in private practice involving bank representation, corporations, transactional corporate matters, commercial lending and litigation in Oklahoma City before joining the Oklahoma State Banking Department in 1989. Mr. Foster served as General Counsel for the Commissioner and the Department from 1989-1999 when he returned to private practice and founded Paul Foster Law Offices.

In over 30 years of law practice, Mr. Foster has been involved in both state and national bank and holding company legal, regulatory, consumer and commercial matters. While General Counsel to the Oklahoma Bank Commissioner, Mr. Foster was active in both state and national regulatory matters including leading the drafting committee for the redraft of the Oklahoma Banking Code and the drafting committee for supervisory agreements amongst state and federal examiners for multi-state regulation of banks and bank holding companies. Mr. Foster was chosen to serve as a leader in numerous state, regional and national banking law projects and training involving bank legal and regulatory issues and chaired the national CSBS annual legal conference hosted by the National Judicial College.

Following his tenure with the Banking Department, Mr. Foster was selected to represent the Community Bankers Association of Oklahoma (“CBAO”) in rewriting and restructuring the Oklahoma branch banking and structure statutes. Mr. Foster currently serves as general counsel to CBAO and as ex officio member of the board of directors of the CBAO (as he has for over 15 years), and is the 2012 recipient of CBAO’s distinguished Chairman’s Award.

Mr. Foster has also served in every officer role of the Oklahoma Bar Association’s Financial Institutions and Commercial Law Section including as Chairman and as a member of the Oklahoma UCC Legislative Committee for Revised Article 9 of the UCC. Mr. Foster has taught and has served as an invited speaker for numerous financial institution and financial regulatory law seminars on the local and national level, and has taught and served in the local, regional and national training of bankers and their legal and regulatory counsel.

Mr. Foster has been named to the America’s Best Lawyers and the Oklahoma’s Best Lawyers lists by his peers and has been named Financial Institutions Regulation Lawyer of the Year for Oklahoma City.

Mr. Foster is currently in private practice focusing on financial institutions legal and regulatory matters, including advising and representing banks, holding companies, bank directors and bank owners involving restructure, formation of bank holding companies, bank capital, and recapitalization matters, mergers, acquisitions, expansion, sales, insurance, litigation, and all manner of financial institution legal and regulatory matters, on the local and federal levels, including defending banks and bank directors involving regulatory enforcement, removal, civil money penalties, and other regulatory enforcement actions before banking agencies and courts.

Carrie L. Foster is a Senior Shareholder, corporate officer, and a founder of Paul Foster Law Offices, P.C., located in Norman, Oklahoma. Ms. Foster graduated from law school at the University of Oklahoma in 1985 and spent the next few years caring for her young children and engaging in legal research and writing on a contract basis. She entered full time legal practice with the founding of Paul Foster Law Offices, P.C. She assists banks to properly respond to legal process such as subpoenas, summonses, levies, and garnishments—with a particular emphasis on the Oklahoma and Federal Financial Privacy Acts.  Paul Foster Law Offices, P.C.’s primary area of practice is Oklahoma community bank mergers and acquisitions and the transactional, corporate, and regulatory matters which are attendant therewith.  Thus, Ms. Foster’s primary practice is in this area.

Ms. Foster is a member of the Oklahoma Bar Association and its Financial Institutions and Commercial Law and Business and Corporate Law Sections. She also works with Paul R. Foster in representing the Community Bankers Association of Oklahoma.
